The Antiterror PA/VA System is a digital InterTech Communication solution for facilities that require fast public information during security threats, activation of alarm scenarios, emergency calls to an operator, and operational communication for duty services. The system combines voice notification, IP loudspeakers, IP intercom devices, emergency call columns, RMK microphone stations, Dispatcher Workstation, responsible personnel notification, and integration with the facility IP telephony infrastructure. The solution is applied with regard to the facility category, security passport, antiterror security requirements, design documentation, and the customer’s internal regulations.
The Antiterror PA/VA System is built as a unified IP-based system where voice notification, emergency calls, dispatcher control, scenarios, and operational communication operate within a common architecture.
The system may include the IS-R Software and Hardware Server, Dispatcher Workstations, RMK microphone stations, IP loudspeakers, amplifiers and intercom devices, as well as emergency call columns. The system complex also includes the AP-12 Network Controller, IP telephony, channels for responsible personnel notification, and the facility’s common network infrastructure.
The current solution page specifies that the architecture includes voice notification and zone-based evacuation, operational communication and responsible personnel notification, emergency call intercom devices, Dispatcher Workstation, and integration with IP telephony.
The Antiterror PA/VA System is designed to transmit voice messages to people located indoors, in outdoor areas, or in individual facility zones when there is a threat of or an actual terrorist act.
The main task of the system is not merely to activate an alarm signal, but to deliver clear instructions: what has happened, what actions must be taken, where people should move, which zones should be avoided, and how personnel should act.
The solution helps to:
The relevant standard for such systems is GOST R 71934-2025, “Alarm systems. Notification systems in case of a threat of or an actual terrorist act. General technical requirements. Test methods.”
GOST R 71934-2025 applies to newly developed and modernized notification systems installed at facilities to inform people located indoors, in outdoor areas, or on water areas about a threat, the nature of the threat, and actions required to protect life and health.
Design also takes into account antiterror security requirements for facilities, categorization, the security passport, internal regulations, and applicable Government of the Russian Federation resolutions for the specific area of activity. For places with large numbers of people, Resolution No. 272 provides for equipping facilities with video surveillance, notification and evacuation management, and lighting systems.
The equipment composition, zone structure, scenario logic, message launch procedure, placement of IP loudspeakers, IP intercom devices, emergency call columns, RMK microphone stations, and operator workstations are determined by the design documentation, facility category, security passport, and customer requirements.
The Antiterror PA/VA System can be used both at a single facility and across a distributed territory with several buildings, blocks, checkpoints, parking areas, and outdoor zones.
The current solution page specifies multi-zone architecture, software configuration of evacuation and notification zones, and a large number of configurable scenarios.
Zones can be created by:
In an Antiterror PA/VA System, priorities must be configured correctly.
Alarm and emergency messages must take priority over:
If several audio services are used at a facility, the project logic must define which messages interrupt the current broadcast, in which zones, and under which conditions.
Messages for alarm notification should be short, clear, and unambiguous.
It is recommended to prepare separate message texts in advance:
A good message does not merely announce an alarm; it explains exactly what people should do: leave the zone, follow a safe route, wait for personnel instructions, avoid a specific entrance, or contact a duty employee.
When designing an Antiterror PA/VA System, it is important to describe not only the equipment composition but also response scenarios, call logic, the procedure for responsible personnel notification, and the organization of operational communication.
The following must be defined:
InterTech Communication provides designers with technical materials, guides, connection diagrams, typical design solutions, and consulting support for selecting the system architecture.
For the customer, the Antiterror PA/VA System is a tool for controlled response during security threats.
The solution helps to:
It is especially important that scenarios are aligned not only technically but also organizationally: with the security passport, internal facility instructions, and the actions of security, administration, and responsible services.
