Dispatcher is software for comprehensive Voice Alarm and Evacuation Control System projects and operational dispatch communication systems.

It operates as part of the IS-R server-based platform and runs on Windows-based operator workstations.

The platform combines standardized technologies, supports integration with third-party equipment via modern protocols, and enables flexible alert and control scenarios.

The solution is certified and included in the Unified Register of Russian Software under Register Entry No. 18093

Incident Management via
the Operator Action Card

The intelligent incident management system provides operators with step-by-step instructions for rapid response.

When an alarm event occurs, an action card opens automatically with clear procedures based on the threat type and alarm priority, so the operator knows what to do in a critical situation.

Alarm Event Reception
and Processing

The system receives signals and notifications from all critical facility safety and security systems:

  • Fire and security alarm systems — automatic reception of fire, smoke and unauthorized intrusion signals
  • Civil Defense and Emergency systems — reception of emergency notifications
  • Antiterror Voice Alarm and Evacuation System — rapid response and evacuation in the event of a terrorist threat
  • Process and engineering systems — alarm signals from facility engineering systems

All events are processed according to configured priorities, enabling the operator to respond immediately to the most critical situations.

Microphone
Console

Provides full control of voice notification, emergency notification and public address communication functions. Allows the operator to select and manage announcement zones, from a specific zone to all zones at once. Includes remote status monitoring of IP loudspeakers and intercom devices to verify system operability.

PA/VA Operator
Console

Receives audio and video calls from intercom devices and emergency call columns. Full-duplex voice communication enables the dispatcher to maintain continuous contact with users in any notification zone.

IP Camera
Monitoring

IP Visor provides visual situational monitoring with simultaneous viewing of up to 12 video streams.
Cameras can be grouped for fast switching between monitoring screens at the PA/VA operator workstation, enabling the operator to assess the on-site situation immediately.

Geographic Information
System (GIS)

The interactive map provides accurate visualization of equipment locations: loudspeakers, sirens, intercom devices and fire/security alarm sensors are displayed on facility, building and site plans with precise coordinate binding.

Visualization Module

Allows graphical building and site plans to be uploaded in raster formats (BMP, JPG, PNG) and interactive device icons to be placed on them. Notifications and control actions can be performed directly from facility plans; the operator can instantly trigger an alarm or call a specific device when a critical notification is received.

Monitoring
Automation

The notification system control room provides real-time event and notification indication, automated equipment status monitoring, and a detailed log of all events and operator actions, ensuring full transparency for analysis and reporting.

A Unified Interface
for System Management

Notifications

A subsystem for real-time operator notifications about events, device status changes and system messages. Displayed notification types and priorities can be flexibly configured.

Video Call

A module for receiving audio and video calls from intercom devices. The operator receives a video feed and a two-way audio channel for real-time communication.

Map (GIS)

A geographic information module that displays an interactive site map with precise positioning of all system devices, including loudspeakers, intercom panels and other equipment. The operator can see the current location of each device and launch targeted announcements directly from the map. This module improves visibility and response speed by enabling operational control of devices through a graphical interface.

Targeted Announcements

Functionality for selective transmission of voice messages or announcements to one or more preconfigured notification zones. It functions as a software microphone console, allowing the operator to broadcast announcements to individual zones or launch a general announcement. Priority management is supported: when multiple messages are received at the same time, the system considers their importance and transmits the most critical notifications first.

Camera View (IP Visor)

A built-in video module for IP camera monitoring. Simultaneous viewing of up to 12 video channels is supported, allowing the operator to monitor several evacuation zones at once. Two video display modes are available — multi-screen grid and single full-screen mode — for convenient situational monitoring.

Device List

A window displaying all devices connected to the system, including their current condition, status, number and name. The operator receives a consolidated real-time list of equipment, including loudspeakers, intercom devices, controllers and other devices, making it easier to find and select the required device for control. Operations can be performed directly from the device list, including initiating a call to an intercom device or launching a call to a loudspeaker.

Directory

A subsystem for managing system objects and devices with a multi-level configuration structure. It combines administrative configuration functions and enables centralized management of the notification and evacuation system.

Call Log

A module for recording and viewing the history of all incoming and outgoing calls. Call records are displayed in chronological order, including time, direction (incoming or outgoing), number and name of the remote device or subscriber. The operator can quickly review previous connections and, if required, return a call to the selected number.
